There are two basic steps to advertising on Facebook.
The first is taken by advertisers when they choose certain segments of the Facebook population to target: Canadian women who enjoy badminton and Weezer, lacrosse dads over 40 with an interest in white genocide, and so forth. Advertisers can see which audiences ended up viewing the ad, but are never permitted to know the underlying logic of how those precise audiences were selected. The enormous financial success of online advertising platforms is partially due to the precise targeting features they offer. Although researchers and journalists have found many ways that advertisers can targetor excludeparticular groups of users seeing their ads, comparatively little attention has been paid to the implications of the platform's ad delivery process, comprised of the platform's choices about who should see an ad.
It has been hypothesized that this process can "skew" ad delivery in ways that the advertisers do not intend, making some users less likely than others to see particular ads based on their demographic characteristics. In this paper, we demonstrate that such skewed delivery occurs on Facebook, due to market and financial optimization effects as well as the platform's own predictions about the "relevance" of ads to different groups of users.
We find that both the advertiser's budget and the content of the ad each significantly contribute to the skew of Facebook's ad delivery. Critically, we observe significant skew in delivery along gender and racial lines for "real" ads for employment and housing opportunities despite neutral targeting parameters.
Our results demonstrate previously unknown mechanisms that can lead to potentially discriminatory ad delivery, even when advertisers set their targeting parameters to be highly inclusive. This underscores the need for policymakers and platforms to carefully consider the role of the ad delivery optimization run by ad platforms themselvesand not just the targeting choices of advertisersin preventing discrimination in digital advertising.

We present a randomized evaluation of the welfare effects of Facebook, focusing on US users in the run-up to the midterm election. We measured the willingness-to-accept of 2, Facebook users to deactivate their Facebook accounts for four weeks, then randomly assigned a subset to actually do so in a way that we verified. Using a suite of outcomes from both surveys and direct measurement, we show that Facebook deactivation i reduced online activity, including other social media, while increasing offline activities such as watching TV alone and socializing with family and friends; ii reduced both factual news knowledge and political polarization; iii increased subjective well-being; and iv caused a large persistent reduction in Facebook use after the experiment.

The Russian disinformation operations that affected the United States presidential election are by no means over. Indeed, as two new reports produced for the Senate Intelligence Committee make clear, Russian interference through social media — contrary to the suggestion of many prominent tech executives — is a chronic, widespread and identifiable condition that we must now aggressively manage.
The Senate committee asked two research teams, one of which I led, to investigate the full scope of the recent multiyear Russian operation to influence American opinion executed by a company called the Internet Research Agency. Our report, announced by the committee on Monday, concludes that Russia was able to masquerade successfully as a collection of American media entities, managing fake personas and developing communities of hundreds of thousands, building influence over a period of years and using it to manipulate and exploit existing political and societal divisions.
